Preparedness and Response
Background:
The Bihar State Disaster Management Authority (BSDMA) recognizes the unique
vulnerabilities and strengths of elderly individuals in disaster scenarios. In
alignment with national and international commitments to inclusive disaster
risk reduction (DRR), BSDMA is committed to mainstreaming the needs and
contributions of senior citizens into all phases of disaster management.
Key Commitment:
BSDMA is actively willing and prepared to provide capacity building,
training, and awareness programs specifically designed for elderly
populations, ensuring their safety, empowerment, and dignity during
disasters.
Strategic Focus Areas:
- Capacity Building & Training:
- Tailored training modules on preparedness, self-protection,
and community-based disaster risk reduction.
- Engaging elderly citizens as knowledge carriers and community
resource persons.
- Collaborations with local panchayats, NGOs, and senior citizen
associations.
- Awareness & Outreach:
- Development of age-sensitive IEC materials in local languages.
- Organizing mock drills and interactive sessions in old age
homes, senior clubs, and community centers.
- Leveraging radio, television, and mobile platforms for
reaching older adults in remote areas.
- Priority in Search, Rescue & Evacuation:
- Inclusion of elderly-friendly protocols in emergency response
plans.
- Training of first responders in handling mobility-impaired and
medically vulnerable individuals.
- Designation of age-friendly evacuation routes and temporary
shelters.
- Protection & Inclusion:
- Ensuring access to medication, mobility aids, and
psychological support in relief camps.
- Strengthening legal and social safeguards for elderly rights
during crisis response.
- Integrating elderly needs in the District Disaster Management
Plans (DDMPs).
Call to Action:
