A founding member of Tata AIG, who has spent almost three decades in the insurance sector beginning with General Insurance Company and subsequently joining United India Insurance. Shri Mishra has spent over 36 years in the insurance industry actively engaged with the wide experience in all aspects of the General Insurance marketplace. He has worked an important role as the Managing Director and Chief Executive Officer of Tata AIG General Insurance Company. His experience during the evolution of General Insurance in India and in the subsequent growth of private general insurers has been recognized as an asset to Tata AIG. He joined AIG as Vice President in the year 2000 and subsequently retired as Managing Director & Chief Executive Officer of Tata AIG General Insurance Co. Ltd.
He was also closely associated with the General Insurance Council and the Regulator IRDA as veteran of the Industry. He has been a visiting faculty in various Institutes in India connected with Insurance and Risk management.
Key Initiatives Undertaken by BSDMA under the Guidance of Hon’ble Member Shri Kaushal Kishore Mishra
Amendment of BSDMA Rules and Restructuring
In view of the changing climate scenario, irregular rainfall, and increasing frequency of disasters in the state, active intervention is required at all levels of disaster management. Accordingly, the Authority recommended the creation of 46 new posts to the State Government, focusing on the inclusion of technical experts and administrative human resources as part of departmental restructuring and strengthening.
Implementation of Human Resource Management System (HRMS)
BSDMA has implemented a Human Resource Management System (HRMS) that enables digital tracking of an employee's entire service lifecycle—from recruitment to retirement. The system facilitates streamlined attendance, payroll, performance appraisals, service separation, and retirement planning processes with enhanced efficiency and transparency.
Promotion of Gender Diversity
The Authority has actively promoted the inclusion of all gender identities—women, men, transgender, non-binary, etc.—through various workshops and initiatives. Gender equality is being integrated as a core element of institutional culture, ensuring equitable participation in decision-making, leadership, and access to opportunities.
Community Volunteer Felicitation Ceremony
BSDMA’s Community Volunteer Programme has played a vital role in strengthening disaster risk reduction and emergency management at the grassroots level. Selected volunteers across districts and blocks were recognized for their selfless service during floods, lightning strikes, fires, heatwaves, and other disasters. A felicitation ceremony was organized to honour those who contributed in early warning dissemination, coordination with communities, school/panchayat-level awareness campaigns, and support for vulnerable groups.
Internship Programme
Under the guidance of Hon’ble Member Shri Kaushal Kishore Mishra, an internship programme was conducted for students of Patna Women’s College. Interns gained practical exposure and hands-on experience in various aspects of disaster management.
Flood Preparedness
To enhance flood preparedness and mitigation efforts, BSDMA formed dedicated teams and conducted field visits. Detailed meetings with district officials were held, and a comparative study of the years 2024 and 2025 was undertaken. Identified gaps and weak areas were highlighted for corrective planning at the local level.
Coffee Table Book – "Safe Bihar"
In parallel with the above efforts, BSDMA developed a Coffee Table Book titled "Safe Bihar" showcasing major initiatives, achievements, and lessons learned in disaster management. This book serves as a valuable and inspiring resource for policymakers, researchers, students, and the public.
Public Awareness Campaigns
Through impactful street plays (nukkad nataks) and creative communication tools, BSDMA has been effectively promoting disaster safety and resilience. Themes such as lightning safety, road accidents, earthquakes, cold waves, and heatwaves were presented in simple language to raise awareness among the public. BSDMA stalls at the Gandhi Maidan Book Fair and street performances were key efforts to popularize disaster preparedness.
Bihar Day – Disaster Management Gallery
During Bihar Day celebrations, BSDMA showcased its disaster management gallery reflecting the state’s multi-dimensional transformation over recent years. The gallery highlighted past reforms and innovations while outlining future strategies and approaches.
Under the visionary leadership of Hon’ble Member Shri Kaushal Kishore Mishra, BSDMA has successfully established a practical, inclusive, and exemplary model of disaster risk reduction through community participation, technical innovation, strategic alignment at the state level, and public awareness.
